Business mission of Russian companies exporting to Vietnam organised by Ministry of Economic Development and EXIAR

A complex business mission for promotion of the Russian high-tech exports and innovative products and services on the Vietnamese market took place in Hanoi and Ho Chi Minh City (Vietnam) on October 5–9, 2014. The event was organised by the Ministry of Economic Development of the Russian Federation, the Russian Agency for Export Credit and Investment Insurance (EXIAR), the Trade Delegation of the Russian Federation in Vietnam, and the Vietnam Chamber of Commerce and Industry. Taking part in the mission were 25 Russian exporters representing various industries, including IT, space technology, electronics, radio electronics, energy efficiency, automation, biotechnologies, pharmaceuticals, environmental science, medical technology and new materials, as well as representatives of other organisations and financial institutions.

The first day of the official business programme in Hanoi was marked by a plenary session that was attended by Deputy Minister of Economic Development of the Russian Federation Alexey Likhachev; Deputy Minister of Industry and Trade of Vietnam Cao Quoc Hung; Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam Andrey Kovtun; Chief Representative of the Russian Trade Office in Vietnam Maxim Golikov; Vice President of the Vietnam Chamber of Commerce and Industry Doan Duy Khuong; General Director of the Russian Agency for Small and Medium Business Support Viktor Yermakov; Member of the Management Board and Managing Director of Business Development and Underwriting at EXIAR Alexey Tyupanov; and representatives of Russian and Vietnamese companies and banks.

In his speech, Likhachev noted that Russia and Vietnam share the same or similar approaches to most areas in which the two countries cooperate economically. He also emphasised the important role that the business communities of Russia and Vietnam are expected to play in this bilateral relationship. Their initiative and entrepreneurial spirit should ensure steady and consistent growth in bilateral trade and economic cooperation.

Tyupanov, Member of the EXIAR Management Board, drew attention to the overall potential of the format of business missions jointly organised by the Agency and the Ministry of Economic Development of the Russian Federation, and particularly of the mission to Vietnam. Tyupanov also spoke about the work of the Agency, its insurance products for Russian exports and its growth prospects, as well as joint Russian–Vietnamese export projects that have either been completed or are currently under review at EXIAR. At the end of his speech, the head of the EXIAR delegation expressed his belief in the Agency's ability to significantly contribute to the development of cooperation between Russian and Vietnamese companies and financial institutions.

The event continued with a series of bilateral meetings as part of a networking initiative, where representatives of Vietnamese and Russian companies and banks had the opportunity to present their products and services in detail and discuss potential areas for cooperation. More than 100 Vietnamese companies took part in meetings during the first day of the business mission.

The business programme of the first day of the event concluded with a visit of the Russian delegation to the Ministry of Science and Technology of the Socialist Republic of Vietnam and the Vietnam Academy of Science and Technology, where representatives of Russian companies gave speeches and presentations.

On 7 October, the Russian delegation visited Hoa Lac Hi-Tech Park (Hanoi) as part of the business mission. The Russian delegates learnt about the companies in this high-tech cluster, spoke about their own companies' activities and discussed opportunities for bilateral cooperation.

On 8 October, the business mission continued in Ho Chi Minh City. The plenary session was attended by Russian Consul General in Ho Chi Minh City Anatoly Borovik; Chief Representative of the Russian Trade Delegation in Vietnam Maxim Golikov; Director of the Ho Chi Minh City Branch of the Vietnam Chamber of Commerce and Industry Vo Tan Thanh; General Director of the Russian Agency for Small and Medium Business Support Viktor Yermakov; Deputy Chairman of the People’s Committee of Ho Chi Minh City Nguyen Thi Hong; and representatives of Russian and Vietnamese companies and banks.

The speeches made at the session centred on opportunities to realise the vast potential of economic collaboration between Russia and Vietnam in the light of the ever-improving relations between the two countries. The Russian companies were given the opportunity to give brief presentations of their high-tech products and services.

EXIAR was represented at the meeting by Director of Relations with Banks and Financial Institutions Nadezhda Lesovaya. Her presentation focused on EXIAR's export support potential as well as the joint export offer developed with Russian companies. Lesovaya concluded by noting that the success of the business mission should be judged mainly on the number of specific contracts signed as a result of meetings at the event, and future productive cooperation.

The plenary session was followed by a networking event – a regular feature of these business missions – attended by representatives of more than 80 Vietnamese companies.

The business mission also included a cooperation agreement signing ceremony between the Russian Agency for Small and Medium Business Support and the Vietnam Trade Promotion Agency at the Ministry of Industry and Trade of the Socialist Republic of Vietnam. The aim of the agreement is to unlock the potential and facilitate the growth of export-oriented SMEs operating in Vietnam and the Russian Federation.

The official programme of the event concluded with the visit of the Russian delegation to the Ho Chi Minh City Hi-Tech Park, where a presentation of the park was held, along with discussions on potential cooperation between Russian and Vietnamese companies. There were also meetings between representatives of the Russian delegation and residents of the Vietnamese innovation centre.

The Russian Agency for Export Credit and Investment Insurance (EXIAR) was established in 2011 as an open joint-stock company. EXIAR’s mission is to support Russian high-tech exports by insuring export credits against commercial and political risks, as well as Russian investments abroad against political risks. Vnesheconombank is the sole shareholder of EXIAR. The agency's charter capital is RUB 30 billion.
