Establishing a credit and Insurance centre for exports support: first steps

The Russian Agency for Export Credit and Investment Insurance (EXIAR) and Eximbank of Russia have begun working together to establish a credit and insurance export support centre at EXIAR. The corresponding Cooperation Agreement was signed today in Moscow.

The two organisations have committed to priority areas in which they will collaborate. These will involve EXIAR and Eximbank of Russia working together with clients, determining common approaches to credit and insurance risk assessment and management, and creating a development strategy for the integrated centre.

The initiation of this project, which will involve full transferring ownership of Eximbank of Russia to the Agency, comes following a presidential order.

It is intended that, by incorporating these two sets of credit and insurance export support instruments at a single location (and complementing EXIAR's insurance services with Eximbank of Russia's credit functions), an environment fostering sustainable growth of Russian non-commodity exports will be created.

The credit and insurance export support centre will offer comprehensive credit and insurance solutions, as well as credit and/or insurance products separately, depending on the particular aspects of an export project.

The Russian Agency for Export Credit and Investment Insurance was established in 2011 as an open joint-stock company. The agency's charter capital is RUB 30 billion. Since its inception, EXIAR has insured over RUB 170 billion worth of exports. Of this figure, 43% was for exports destined for the CIS, 24% to Western Europe, 15% to Asia, 13% to Eastern Europe, and 5% to Latin America.

Eximbank of Russia is an agent bank of the Russian government which provides financial (guarantee) support for exports of industrial products manufactured in the country. It offers comprehensive financial support for Russian export projects and provides a full range of services for companies engaging in international trade. Since 2007, Eximbank of Russia has been a fully owned subsidiary of Vnesheconombank.
