EXIAR participates in 2015 Russia–China forum, ‘The vast potential for small and medium business’

The 2015 Russia–China forum, ‘The vast potential for small and medium business’ opened on 21 April 2015 in Beijing. The event was organised by the Ministry of Economic Development of the Russian Federation, the Russian-Chinese Committee of Friendship, Peace and Development, and the Russian–Chinese Business Council.

The Export Insurance Agency of Russia (EXIAR) was a co-organiser of the session ‘Financial Support Mechanisms and Instruments for SMEs’. The role of moderator was assumed by Alexey Eskindarov, Director of SME Support at the Bank for Development and Foreign Economic Affairs (Vnesheconombank). The event was attended by Natalia Larionova, Director of the Department of Small and Medium Business and Competition at the Russian Ministry of Economic Development; Dmitry Golovanov, Chairman of the Board of Eximbank of Russia; Andrey Polyakov, Managing Director for Regional Development and Support for SMEs at EXIAR; and Kirill Semyonov, Deputy Chairman of the Board at SME Bank. Chinese attendees included Wang Guang, Executive Vice President of China Development Bank and Xu Jinwei, Director of Commercial Insurance of the China Export and Credit Insurance Corporation (SINOSURE).


Among the topics discussed were the current state of trade relations between Russia and China, and the role played by small and medium-sized enterprises. Participants also shared experience related to state support for SMEs, including anti-crisis programmes and the importance of implementing them through development institutions, as well as methods to assess the effectiveness of SME support programmes.

In addition, particular attention was given to the topic of financial and non-financial support tools for export-oriented SMEs, including insurance and guarantee support for foreign trade projects, and opportunities for increasing cooperation in this area.

The Russian Agency for Export Credit and Investment Insurance (EXIAR) was established in 2011 as an open joint-stock company. EXIAR's mission is to support Russian high-tech exports by insuring export credits against commercial and political risks, as well as Russian investments abroad against political risks. Vnesheconombank is the sole shareholder of EXIAR. The agency's charter capital is RUB 31 billion. Since November 2014 Eximbank of Russia, a Russian specialized government–owned export–import bank, has been a subsidiary of Russian Agency for Export Credit and Investment Insurance (EXIAR).
