The Russian Export Center becomes EXIAR’s sole shareholder

On December 10, 2015, the Russian Export Center (REC) became the sole shareholder of the Russian Agency for Export Credit and Investment Insurance (EXIAR).

Peter Fradkov, CEO of the Russian Export Center commented, “After EXIAR’s legal transfer into the Russian Export Center Group, it will continue to provide Russian exporters with the support they need as part of the Agency’s responsibilities. The formation of the Russian Export Center Group created a “one-stop-shop” where any Russian company can turn to for help or consultation if the company is an exporter or simply intends to export its products.”

The Russian Export Center (REC) is a joint-stock company established as part of Vnesheconombank. It offers a specialized one-stop-shop for exporters, providing financial and non-financial support, and interacting with relevant ministries and agencies. The Russian government mandated the establishment of the REC, while the decision to institute the company was taken by Vnesheconombank’s Supervisory Board on April 13, 2015. The REC was officially registered as a fully owned subsidiary of Vnesheconombank on April 21, 2015. With due consideration given to the strategic significance of the REC, the Russian government designated the legal status of the Centre as a state export support institution in Federal Law No. 82-FZ dated May 17, 2007, “On the Bank for Development”. On 29 June 2015, President Vladimir Putin signed a bill into law implementing the corresponding amendments to the legislation.

The Russian Agency for Export Credit and Investment Insurance (EXIAR) was established in 2011. EXIAR's mission is to support Russian hi-tech exports by insuring export credits against commercial and political risks, as well as Russian investments abroad against political risks. EXIAR operates as a part of Russian Export Center Group, which is the sole shareholder of EXIAR. The agency's charter capital is RUB 43.5 billion. The State Specialized Russian Export-Import Bank (Eximbank of Russia) is a subsidiary of EXIAR.
